R&E Expense Test Mode

Review the trend alongside project mix, codebase changes, staffing, and evidence coverage. Use the context to ask better questions rather than treating one number as a performance score.
Year-end reconstruction can make it harder to connect a business component, technical uncertainty, alternatives, people, and actual costs. Important context may live across repositories, payroll records, invoices, and individual memory.
